Federal student loan default has hit a 10-year high: 9.3 million borrowers are currently in default as of June 30, 2026, up from roughly 6.2 million a decade ago. That's nearly one in five federal student loan borrowers โ and many of them have been stuck in a broken, paper-based process relying on mail and fax to resolve their situation.
That just changed. The Department of Education quietly launched a new online portal โ the Defaulted Loans Support Center โ on StudentAid.gov. For the first time, borrowers in default can compare their options, apply for rehabilitation or consolidation, make payments, and review repayment plans entirely online. Here's what it does, who qualifies, and exactly how to use it.
What Is the Defaulted Loans Support Center?
The Defaulted Loans Support Center is a new online hub on StudentAid.gov that replaces the legacy default resolution process โ which previously required borrowers to navigate phone calls, paper mail, and fax machines to access even basic information about their options.
The portal lets you:
- Compare your options โ see rehabilitation vs. consolidation side-by-side based on your situation
- Apply for loan rehabilitation โ online, without paperwork
- Apply for consolidation โ to exit default and switch to an income-driven repayment plan
- Make payments โ directly through the portal
- Review available repayment plans and discharge options โ including IBR, RAP, disability discharge, and others
Go to studentaid.gov and look for "Defaulted Loans Support Center" or navigate directly to your loan dashboard. You'll need your FSA ID to log in. The portal is live now as of October 2026.
What Does Student Loan Default Actually Mean?
A federal student loan goes into default after 270 days (9 months) of missed payments. Default is not the same as delinquency โ delinquency starts after your first missed payment, but default triggers a much more severe set of consequences:
Damage to your credit score ยท Loss of eligibility for federal student aid ยท Tax refund garnishment ยท Wage garnishment (up to 15% of disposable pay) ยท Social Security benefit offset ยท Entire unpaid balance becomes due immediately ยท Collection fees added to your balance (up to 25%) ยท Loss of access to income-driven repayment plans and deferment
The good news is that default is reversible. The two main paths โ rehabilitation and consolidation โ both remove your loans from default status and restore your access to repayment plans, deferment, and forgiveness programs.
Your Two Options to Exit Default
๐ต Loan Rehabilitation
- Make 9 on-time payments in 10 months
- Payment based on your income (often as low as $5/month)
- Default removed from credit report
- Regain access to all repayment plans and forgiveness
- Can only rehabilitate once per loan
- Takes 9โ10 months to complete
๐ข Consolidation
- Combines defaulted loans into a new Direct Consolidation Loan
- Must agree to repay on IBR or RAP
- Default removed โ but stays on credit report 7 years
- Faster exit (weeks instead of months)
- Preserves PSLF payment history if properly handled
- Can be done with zero qualifying payments first
Which Should You Choose?
The answer mostly comes down to two factors: whether you care about your credit report, and how quickly you need to exit default.
| Factor | Rehabilitation | Consolidation |
|---|---|---|
| Default removed from credit report? | โ Yes โ fully removed | โ No โ stays 7 years |
| Time to exit default | 9โ10 months | 3โ6 weeks |
| Preserves PSLF count? | โ Yes | โ ๏ธ Only if done correctly |
| Can you do it again if needed? | โ Once per loan | โ Yes |
| Access to IBR/RAP after? | โ Yes | โ Yes |
| Collection fees waived? | โ Yes, after completion | โ ๏ธ Fees added to balance |
Step-by-Step: How to Use the New Portal
-
Log in to StudentAid.gov with your FSA ID If you don't have an FSA ID or forgot your credentials, you can reset them on the site. Your FSA ID is the username and password you created when you first took out federal loans.
-
Navigate to the Defaulted Loans Support Center From your dashboard, look for a notification or banner about your defaulted loans, or search "default" in the help section. The portal should be accessible directly from your loan dashboard if your loans are in default.
-
Review your options using the comparison tool The portal will show you a side-by-side comparison of rehabilitation vs. consolidation based on your specific loan situation. Pay attention to the estimated monthly payment for rehabilitation โ it's often much lower than people expect.
-
Apply online Select your preferred exit route and complete the online application. For rehabilitation, you'll set your payment amount based on your income. For consolidation, you'll select your repayment plan (choose IBR or RAP for the lowest possible payment).
-
Follow up in writing After submitting, download or screenshot your confirmation. Keep a record of your application date and reference number. Processing can take weeks โ if you don't hear back within 30 days, call your loan holder directly.
What Happens After You Exit Default?
Once your loans are out of default, you regain access to the full range of federal student loan programs โ including income-driven repayment plans, deferment and forbearance, and forgiveness programs including PSLF. This is a major benefit: borrowers in default are locked out of all of these.
After exiting default, your next step is to enroll in the repayment plan that minimizes your monthly payment and maximizes your path to forgiveness. With SAVE gone in 2026, that means choosing between IBR (Income-Based Repayment) or RAP (Repayment Assistance Plan). The right choice depends on your income, loan type, and whether you work in public service.
IBR vs. RAP is not a simple choice โ the payment amounts and forgiveness timelines differ significantly based on your income and loan balance. LoanClear analyzes your specific situation and tells you which plan saves you the most money. Free, in under 2 minutes.
Special Note: If You Were in the Fresh Start Program
The COVID-era Fresh Start program, which temporarily gave defaulted borrowers access to income-driven repayment plans, ended in 2024. Borrowers who did not act during that window are back in full default status and subject to normal collection actions. The new Defaulted Loans Support Center is the current official path for those borrowers โ it's not a replacement for Fresh Start, but it's the best option available now.
